Print Fan not spinning
Recently my print fan stopped working completely (control/temperature/print fan). All other printer functions work properly. I have done the following:
1. Installed new fan (twice). Also plugged into hot end fan port to confirm the fan is functional.
2. Checked PF cable, used a multimeter and read ~4.5V out of power cable and ~2V out of RPM cable.
3. Checked all fuses.
4. Updated to latest firmware.
5. Hard reset on printer.
6. Reset button on buddy board.
Currently i just ordered a new wiring harness adapter, so that is on the way. But i still find it strange the fact I am reading voltage out of the adapter.
Thought i would check if anyone has any other ideas on what could be going on or maybe I am missing a step. Any help is appreciated. Thanks!

You say the fan does not run when you turn on and boot or press the reset?
On my MK3s both the print fan and hotend fan have three wires so in addition to the 5V it does get controlled by (the rpm cable) as you mentioned, so the fan can be controlled and monitored by the main board.
If you can monitor this while the printer is booting you should see a short 1-2 second burst of full speed signal.
It would be nice to know if that is missing at the main board or at the fan.
Full schematics are on the github site if I remember to help sort out if this is a hardware (probably) or a software issue.
Leave your tap in with your voltmeter and monitor that line. Should you have an oscilloscope it would be even better.
Another thing I noticed over the years on mine are bad/intermittent solder joints at the connector pins. Either stress or vibrations from the cable and connectors.
Unfortunately you have to get access to the back of the main board while wiggling the connector to see if the joints are solid or if the pin is moving.
