TLDR: They reward people which upload relevant stuff, not those who upload random stuff no one is interested in.
You are rewarded for merely uploading a design for the first 10 times ever. However you are rewarded for designs which a lot of people download and like, each month. That means if you upload a single design which people continuously dowload and like in large numbers you can earn tons of prusameters each month without even doing anything additionally to your first upload.
The big rewards are coming from downloads and likes, not from uploading something which may never get beyond single digit downloads or posting 10 makes each month.
If you ask me, they should scrap that "first 10 uploads" of designs entirely. People think they have to upload nonsense just to earn those points and that messes up the entire database with stuff no one is interested in. Makes on the other side are not a problem, they are not messing up the list of designs and people are usually happy if others are printing their stuff and possibly giving some feedback. So I think the 10 makes a month is not a bad thing, even if some think they have to exploit that too.

It's really not that hard to read the chart:
Sure, you get a nice "thank you" token for uploading makes but the only way to get serious Prusameters is to design a model that users really like and keep downloading. Which is how it should be.

I am one of those who tried to screw the system by printing 80 small models for the sole purpose of obtaining 800 points, but I must say that I have learned my lesson, this month I will not publish any print because I have not found anything that could be useful to me. Who says that in here there are too many crap is right.
And as friend @fuchsr says above I will continue to publish my models in the hope that someone like them and that someone has the courage to download them and print them and maybe even post a make [yesterday i got the first make of my benchy pen holder (wow I've never printed it)].
