Prusament PETG filament adhering to itself on spool

I have this issue with a spool of Prusament Jet Black PETG from 2022. Prusa support just said maybe re-wind it (which adds risk too).

They asked if my dryer was too hot. I said it isn't as hot as it is inside my enclosure when I am printing...
