Octopi playing hard to get
Does anyone have any idea why my PC does this
instead of returning a graphical user interface?

Have you tried a different browser? I would guess some problem with javascript, and that is a huge guess 😉

Being displayed before the page is fully loaded. Simply refresh (F5).

I see this happening on occasion when there is a problem with network connectivity/quality. Either the web server or yours. Usually goes away, or a forced refresh does the trick (F5).
