This number of 95% comes from the default g-code which is easy to change. See

We should probably make it 95% in the UI by default, not waiting for the printer to report it

I just looked into a gcode, it's more complicated, the value gets reset when the print ends. Making the default 95% would make sense as to not throw off the default slicer flow settings, but there is no default default, it titer-toters between 95 when printing and 100 when idle. What a horror to work around this.
