how did you get your Z axis height to o,4mm?
If you are trying to print a 0.2mm thick layer with the extruder 0.4mm above the build plate, there are likely to be issues...
Live Z is always a negative number

The OP does state a -0.4 offset, not positive, and in the picture, albeit a little blurred, the height does look decent. If it was high, it wouldn't have kept the pattern and just drug around the build plate. Even if it was too high, the strand is very obviously not solid and the rectangle is horrendous.

That does look a bit gnarly either under-extrusion, clogged nozzle, or VERY wet filament. Go through the steps outlined here: https://help.prusa3d.com/en/article/clogged-nozzle-hotend-mini_112011 this should get you past under-extrusion/clogged nozzle. It was a common issue for the PTFE lining tube in the heatbreak to shrink just a little, or the hotend to fall a little and require the 3 grub screws be loosened and hotend pushed up and retightened. This is outlined in the above article.
For wet filament, try with another spool, otherwise if your oven can do it, set it to 50-55C and put the spool in for 1-2 hours. A dedicated cheap food dehydrator is also a really good option. However, you can test for moisture just by loading the filament and doing a purge in the filament menu. Watch and listen as it comes out, if you see bubbles and hear popping, the filament is likely moisture contaminated and requires drying.
