PEI Sheet - Protective Cover?

Hi,

 

It's not entirely clear to me if the "Steel Sheet MINI PEI" is covered on both sides with a protective cover (like what you find on LCD screens), or, if that is the actual material/surface you're supposed to print on.  Is it meant to be removed?

Maybe a little hard to see, but there are two holes in the metal plate which are covered by the sheet, which is what got me thinking.

The two holes are for hanging the sheet when it is to be powder coated,
on the PEI Stickered version the PEI sticker covers these holes. 

there is no protective foil to remove. 

on the mk42 heatbed for the Mk2 and Mk2S printers the PEI film was applied directly to the heatbed surface where it covered the heads of the heatbed mounting screws, this often raises queries with more recent members f the community!
