OK. You have two problems.
There is too much glue stick on the bed. With PLA you should not need any. Wash the steel sheet thoroughly with dishwashing soap and plenty of HOT water. Dry it with fresh paper towels and handle it by the edges do not touch the surface.
[NOTE: On the occasions you need glue stick put a teaspoon full of water in the middle of the plate and run the glue stick through it a couple of times. Spread the thinned, runny glue over the bed with a folded paper towel, you should *just* be able to tell it's there. DO NOT DO THIS NOW. Use the clean sheet.]
Your first layer is too high, it needs to be squished more. The built-in first layer calibration can be tricky for a beginner. One of the regular posters here has put together a useful guide, see:

The resulting single layer square should hold together as a single sheet. Fold it. If it breaks into threads you need to go lower. If the surface is rough or wavy, higher.

Ok dialed down the Z offset to 0.815 and got a great test calibration
but now when trying to print the 2 mm prusa tag
the print lifts off the bed or gets dragged about

Your first layer is much better - you may even be able to back off a little but first:
WASH your steel sheet. It's filthy.

I struggled with printing PETG today. I cleaned my sheet 3 times with alcohol, and twice with dawn and water. I really struggled to get Hatchbox PETG to stick. I had just printed Amazon PETG successfully. The bottom line is that Hatchbox is much more sensitive the right Z. I lowered it 0.050 and it stuck.

I print with Hatchbox PETg regularly, when I can get it, that is.
I've had no issues on either the smooth or textured sheets. Of course I use Layerneer with all PETg prints, mainly as a release agent.
As for Amazon Basics, some time ago I ordered a sample pack of umpteen loose coils of various PLA filament. All of them stick just as well as any other PLA.
On the textured sheet I'm in the habit of adjusting the Z to the point that the 'brush strokes' disappear into the texture on the underside of the 3x3 test print.

Amazon PETG and Amazon PLA are good filaments. Hatchbox is also. It just takes a different Z value on one of my printers.

ok had a lot better luck raising the bed temp to 65
and using the stock PLA that came with the printer
