Why is PrusaSlicer not complying with my settings for perimeters?

I'm tring to print a calibration tower. https://we.tl/t-umrqiD7Esc for the model.

If I set 15 mm^3/s as limit, the perimeters (I have no infill) are printed at 50, 100, 150 mm^3/s depending on the number of perimeters: 1, 2, or 3. 

I can get full speed only if I use at least 3 perimeters. 

This is not documented anywhere as far as I know.

I want 1 or 2 perimeters because it's a calibration print so I don't care about the look. PSS should comply with my settings, not reduce the values arbitrarily and without any option to disable this behaviour.

Sorry, my mistake.

I had "minimum layer time" set.

Once disabled, I'm fine.
