Vase mode and speed issues

If set vase mode in PrusaSlicer and try to print exterior perimeters at 100mm/s, the speed feature in layer view shows it will only print at 41mm/s.  No matter what speed I set over 41mm/s it will always be slowed down to 41mm/s.  I tried to print just in case and it definitely printed at 41mm/s.  Am I missing something on how this works?  This is on the latest PrusaSlicer 2.1 and an Ender 3.

Volumetric flow will slow print speeds, and there is a cooling limit setting that also slows print speeds to keep layer print times at some minimal time. Check your filament settings.

The size of the part comes into play. If the part isn't big enough to allow the nozzle to accelerate to full speed and decelerate, speeds will be lower.

The slow down appears to be caused by minimum layer time. In vase mode layer changes appear a lot more frequent than if the model was sliced normally.  

I disabled auto cooling on the filment tab and that gives me speeds closer to what I set for perimeters.
