Small Holes Problem - First hole after big part is just a blob

Hi folks! I've been busy with building a 3d printed hydroponic and ran into some troubles with a part. I’ve tried several ways and different constructions but it’s always the same weird problem and I think it could help others too: first the printer prints the outer shell, then he prints the small holes and halfway switches to the inner circle. After printing the circle it switches back to printing small holes and at this moment when he prints the first small hole, it seems there isn’t just enough material. After that he prints fine. I tried it with different directions and less holes but the principle always stays the same: after the inner circle the printer fucks up. Anybody has some idea how to avoid this or why this happens?

This isn't necessarily the solution, but have your tried printing "infill first" for the first layer only?

Infill first AKA Infill before perimeters.
