Slower than expected infill speeds?

After importing an STL and slicing it, I noticed that the infill was being printed very slowly by the printer (MINI). So, I went and checked the Speed view in the slicer, and indeed it is showing very low speeds for the infill (as well as slower than expected for the perimeters).

Below I have pasted some screenshots of the generated speeds and my printer profile speed settings.

In particular, why would the infill be calculated to print so slowly?

Aha, this might be gated by the "Cooling thresholds" settings? Looks like min layer time is 20sec and the min print speed is 15mm/s which would explain the speed output above.
