Sequential Printing - Extruder Clearance

I think I follow the extruder clearance parameters for sequential printing.  Various methods of arranging can prevent collisions due to height and inputting the height seems to work fine.

On the radius collision avoidance, it draws the radius around each obect independently...  Shouldn't the logic be that the radius areas can overlap as long as the radius area of each object does not touch and actual object?  Like in my case below, I would not think that any collisions would occur, but to get it to generate the G-Code I have to fake it by lowering the known extruder clearance radius to force it to ignore.

Am I missing something?  Seem like the logic for clearance areas not touching another object would be pretty straight forward to program in?  Of course, I am not a coder! 😀
