RE: PrusaSlicer "Split to parts" button greyed out

Without having the 2 files (one that does have the option the other that does not) I would suggest its simply that the models might not consist of multiple parts.

For example in whatever design software used you created a nameplate as a box section and then a text section and place the text slightly into the box and then exported it as an stl file the model would be highly likely to consist of more than 1 part, the box and the text, or even possibly each letter as a different item depending on the design software.
If however I were to use a vertices displacement on the box to raise the surface of the box in the shape of the text and exported it then the stl would consist of 1 item.  It wouldn't be possible to split to parts or objects as it is only a single object.  They would look the same visually but wouldn't be constructed the same.

I sometimes use 3D-Tool free (from www.3d-tool.de) for a quick look at an stl file instead of loading it in blender.  that will show how many parts a model actually has.  Does some other handy things like allows you to see a cross section and measure parts of models too.
