Prusaslicer fails to load config file unless I manually do it?

Tried searching a bit, and seems like most people don't have this issue.   When I open a  .3mf file (could be one of my own projects or someone else's) the slicer does not load the config information automatically.  I have to manually load via the import>config from project and then pick the project.   Seems like some sort of setting issue but I can't figure out where I would have told the program to behave this way.  I have tried directly opening a .3mf from a folder, which then opens the PS.  Also tried opening the PS first, then Open>Project.  Config not loaded in either case.

Frustrating, especially when opening my own previously saved project. Anyone know what little setting this is so that I can change it back?

Configuration -> Settings -> General tab -> Show project load dialog -> Check.
