prusaslicer 2.3 can't go faster?

hi, it seems that this print slows down for some reason in prusaslicer 2.3, and i don't know why. on other layers it's much faster

There are many possible settings that could be the cause.  The only way to know is if you save your project and post it here so we can take a look.

In case you are not sure how to do that you need to File>Save Project as.  This will save a .3mf file to disk.  The 3mf file contains all the model, any modifiers you are using, the placement and all the slice settings you are using.  Theoretically it will allow us to slice with exactly the same settings you are using.  We can then look at the preview, change stuff and generally try to figure out the problem.

Please be aware that the forum is VERY picky on the file types allowed so you WILL have to either zip up the file into a zip archive or rename the 3mf to have a .zip ending for the forum to allow you to attach it.

Best guess without the project to look at is you are running into the minimum layer time settings under filament cooling.

Ok it was the filament layer speed.  Under your filament profile just change  Filament>Cooling> Slow Down if layer Print Time is below.  In your project its set at 15 seconds.  Drop it right down.  Down to 3 seconds gets you your full speed.  Even on my normal printers (Mk3 and a modified Cr10s) I normally have that value set to 5 seconds.  I find it gives better printing results on thin spires as well as keeping the general speed up.  I've even been known to set to it 1 seconds on some prints.
