Problem with supports sticking in just the area of the Z seam

So I am trying to print basically a tube that flares at the top.  The only way to print it clean is so the flare is up and the supports are under part of it.  I have tweaked and tweaked and am getting pretty good results but I find there is always an area where is is really had to remove the support (or impossible and that part stays stuck on).  It is always in the same area extending from the z seam on the side of the print near the supports.  The rest of the Z seams on the external surfaces that don't touch the support aren't that big and are barely noticeable but that area seems to have enough extra material that it fuses.  I can't raise the Z distance any further because then the ledge curls up and the thickness of the ledge gets distorted (thin) because the support is so far away.  I used 0.25mm but yet in this area of the print the distance according to the sliced image is more like 0.5mm from the overhang for some reason.  I am figuring it is over extrusion at the seam which is causing the fusion but since my seams are good elsewhere I am not sure how to correct it.  The thing is though that most of my perimeters are printed at 80mm/second but the overhang is 15mm/second so perhaps that slowing is creating more time for oozing on that specific area?  I am just looking for some suggestions on how to combat this because other than the seam the rest of the overhang prints great and is easy to remove.
