Perhaps they are so short they are classed as small perimeters which are 15mm/s or it could be the print layer time settings on the filament cooling tab that are limiting them. 

There are lots of settings that all interact. The best way to debug is to save your project and zip it into an archive and then attach here. That will allow people to see exactly what settings you are using and slice with them themselves, view the preview etc and work out what is going on.

Not wishing to detract from this threads issue but "There are lots of settings that all interact." made me think of one advantage of Cura. Each parameter has a tooltip that lists other parameters that it effects and are effected by it.

I think the culprit is your filament settings. Under Filament Settings->Cooling->Cooling thresholds, you have Slow down if layer print time is below set to 20 seconds, and Min print speed set to 15mm/s. If a layer takes less than 20 seconds (as will be the case with your hollow cube), the cooling function is overriding speeds. This gets me all the time. Lower the print time (e.g. 5 sec.) and you'll see speeds increase.

Be wary depending too much on tiny test parts. Try things out with a bigger part, even if you don't intend to print it.

Bob got there before me, but as I suspected the cooling time was over riding things. I’ve saved off customised filament profiles with that set to 6 seconds as I find that works better on tall thin objects too as well as not slowing down for smaller things too much.

I've been bitten by that setting so many times it's embarrassing. It's kind of a funky setting because results can vary so much from print to print. Not sure how to make it more intuitive though. Prusa got rid of the 2D layer preview mode. It would be great to have that feature along with a "layer print time" indicator to ease troubleshooting these sorts of gotchas.
