Overhang Gap
Any idea why PrusaSlicer 3.7.1 is leaving this gap around the inner circle and doesn't fully close it until several layers after? Image below shows the object is completely solid throughout. I've tried about every setting possible but can't get it to fill solidly. I've attached the 3MF project file.

This is normal behavior, it's designed to allow the infill to continue through to progressive layers, until top layer or perimeter criteria becomes relevant.

Thanks. But why wouldn't the gap exist at the outer edge, until the top layer is reached?

You are seeing that because of the fillet that is applied around the junction of the base and the upper tube. If you look carefully, the infill does creep up a bit higher inside the fillet. If you remove the fillet from your model you will see the same infill behaviour that you see on the outer edge.
Conclusion: Works as expected.

Ah, I see what you're saying about the infill, but one thing I should mention is I tried setting a 100% infill height range modifier starting on the layer below the top surface. Shouldn't that fix it in theory?

Actually, I tried this again and it does fix it. I was getting confused because the internal infill in both cases looked similar because there's so little of it. Thanks so much for the support!

I think you need to start the height modifier at 10.7 for that to work. I just tried it and the gap then gets filled with 'internal infill'.

No, the reason it won't is because it still is treated as internal fill, and has to follow those rules.
However, there are several ways to get the result your looking for, 2 of those 3 ways require advanced knowledge of Slic3r.
I'm going to offer the not so advanced method, your file is almost setup for it now, and it will get you very close to what you wanted, and print in only 4 hours and 8 min, as opposed to the 5 hours you have now and produce a cleaner result then you will get from 100% rectilinear in this case.
Go to the Height Range Modifier that you already have created, change the range to 12.00-62, delete the Infill property, and create/add a layers and Perimeters property with a perimeters set to 8.
