First layer Width not coming out correct

I've been having an odd issue where the first layer width is about half of what it should be yet the spacing is correct. As a result my first layer ends up being lines rather than a solid surface. I set PS so that the first layer width is 0.9. However what prints looks closer to 0.45 yet it's spaced as if it was 0.9 wide.

All other layers look great. It's as if the GCODE is not extruding the extra amount needed. Has anyone else ever had this sort of problem?

I'm using an Ender 3 and PS 2.6.0.

Please save your project from Prusa Slicer (file>save project as) and then take the resulting 3mf file , ZIP it up and attach it to a post here. It must be zipped or the forum will just silently not attach it as it only only a limited number of file types. 
A project file is a snapshot and contains the models but more importantly a copy of the 3 profiles you are using so allows anyone to slice with exactly the same settings. It’s the best way to quickly diagnose issues.
