bridge infill layer issue, PETG.

Hello, I continue experimenting with PrusaSlicer (2.6). I tried to print a relatively large model with it, but apparently, there is a layer called "bridge infill" which also forms the bottom surface of model (then the snug supports are coming, the bottom face of model looking downwards during print). During print, I realised a "single" layer is printing very badly, bumps and like, which followed by a very normally looking layer. Here is an image:

I saw the same pattern on another higher (and lateral) layer of same print. After removing the supports, this is whats remaining as the actual surface layer and so finish looks horrible. The layer I have removed top of this (the last layer of support, printed just before this), is simply perfectly flat, no bumps etc.

What might be wrong?

I am setting all speeds to 40 mm, in the "speed for print moves" section. layer is 0.2mm thick. Material is PETG. I tried to increase z-distance of nozzle, I think very little helped. Cant we simply get rid of this layer ? Ruined the look of whole print of 3.5 days.
