Availability of Off-Line Profiles
If you want to run Prusa Slicer completely Off-Line, until recently, complete packages of printing profiles were available for download. However, this has changed. Does anyone know where they are available now? Thanks.

Same way you can get the software earlier than their corporate website.
Wether they are in the same format as that page you picture I don't know as I've never downloaded anything from it.

Exactly, when I download it from GitHub, the ZIP file doesn’t work (<> code/Download ZIP). But when I got the configuration packages directly from the website link, there was never an issue. Plus, it was easier—everything in one place.

The github zip is just a way of downloading all the code in one package. Its a github function.
I suspect the zip files provided on the prusa website have been specially packages and formatted in a specific way to allow an import process to be done by the software. One is the 'raw' profiles the other is processed.
My theory is supported by this github issue https://github.com/prusa3d/PrusaSlicer/issues/13225
You will have to manually copy the extracted files to the appropriate place or petition prusa to reinstate them for you.
