add modifier but no with bottom layer

Hi

I am trying to make the hole bigger to this.

I add modifier but the inside of the bigger hole does not have "layer".
I can see the infill. I want to have a top/bottom so that i can't see the infill.
I can't seem to get it work. 
what's wrong?

I believe @neophyl may have meant to say "Negative Volume" not "negative space modifier".

 

Negative volumes can be added to an object by right clicking on the Object and selecting Negative Volume from the resulting menu. It's just under the Add Part in the menu, and is not a modifier.

It is also possible, and some times necessary, to construct a Negative "Part" by changing the Parts properties to:  (Zero) Infill, (Zero) Top & Bottom Layers, and (Zero) Perimeters. With clipping this has the effect of creating a cutting tool, very similar to a Negative volume, but with some important differences.

I don't think you understand how modifiers work.  One problem is you have top layers set to zero.  So your modifier is setting the top layers in that area to zero.  Thats why there are none and you can see the infill. 

To do what you want in the simplest way  just use the negative space modifier.  That will make the interior the same size as the modifier without having to mess around with any perimeter or infill settings.
