What causes this printing issue?
You can see in the picture below, there are some sort of over-extruding and stringing in many layers of this print. (in the same position in each layer)
Prusa CoreOne, matte-PLA, 0.25mm layer.
The interesting thing is, I have been using exactly the same set up, same roll of filament 2 months ago, and the printing was perfect. This just started happening recently.
Does anyone have idea what was most likely the root cause here?

One thing I suspect is the humidity, because the area I live is usually pretty dry so I don't use a dryer. But there's a lot of rains recently, could humidity affect the filament as fast as in a couple of weeks?

For some filaments, humidity affects it in hours. I always dry my filament. There is no downside to doing so. Prints are always better.

What it couldn't explain is, if it's a wet filament issue, then this kind of problem should happen randomly everywhere, but in my case, this happens at the same position in every layer.

It probably happens at the seam, where is stops one layer and starts the next. It has to stop extruding and start again, and stringing can happen if it oozes when it tries to stop.

I just replayed in the Prusa slicer, you are right, that's exactly where the seam is.
Anyways, I will dry it and retry.
