Rough outer wall only in one spot
I've been running into this problem, and none of the changes I've made are working. It was originally only happening on one side, but that changed when I shrunk the model, and it happens in a different side on the same layers. Things I've tried so far...
-Tightened belts
-Added an additional outer wall n=3
-Reduced size of print 1% because it was at the limit of the machine
-Changed infill % from 10 to 15
-Tried Speed profile
Machine specs
- Prusa Core One + Assembled
- PLA eSun
- Running the default Balanced profile with Gyroid infill
.2 layer height on the stock .4 nozzle.
That looks like a warping pattern - please show us the underside of a failed print.

Smooth and flat?
Not a helpful image 'though I see you have a curved bottom corner - a bad design choice for 3D printing, converting that to a chamfer would give a neater print.
It might be something as simple as a highly optimised file which has broken on shrinking.

Files > Save Project as
Zip the .3mf and post it here. It will contain both your part and your settings for us to diagnose.
