PLA not sticking to second layer

I am trying to print a PLA part that has a lot of radii and curves on it.  In Prusa slicer I have tried "0.15mm Structural", "0.20mm Balanced", as well as "0.20mm Structural".  I am using the brass, Core One 0.4 nozzle.  I even tried slowing the print speed down on the Core 1  to 40% (thinking the speed might be pulling the filament off of the perimeter curve on the second layer).

The first layer is fine. When the printer starts laying the second layer, instead of the radius portion sticking, it pulls the filament off and drags it behind the nozzle.

This model prints OK on my Dremel 3D45 using Simplify3D.

Any ideas on what to try next? Is there a setting that would increase the overlap from layer-to-layer?

Would be easier to diagnose if you save your project to a 3MF file, zip it and attach here.
