Core One - Outer Perimeter layer defect - ASA

I have a couple of prints now that have a strange outer perimeter defect partway through the print. Pictures below.  It's the only defect on the print and I'm not sure why it is happening.  On the first print, it has the same defect but in a different location and on a different layer. 

I'm running dried (10%) ASA at 265C.  Running 10% fans.  3 Perimeters, 0.2mm Layer height.  For Horizontal Shells, 5 Top solid layers and 3 Bottom layers. 

It doesn't look like it's through the layers, the inside is clean. In the area that is failing, it's 5 layers thick.  

I ran the same print on my MK4S in an enclosure with the same type of ASA and am not seeing these defects.   

Any recommendations on what this may be and how to fix it?

Also downgrade to 2.9.2 Prusa slicer and see if your problem will go away.
