Uneven layer smoothness close to printbed

I  suspect there is a hotter spot on my print bed, but as far as my heat camera goes, it does not see it. 
It shows only on the lowest layers, so the first print layers. 

The laser temp meter spots a few tens of degrees but that is nothing noticeable. 
Yesterday I had the same on a print, same spot. 
Below two print models, the same ones, next to each other on the same bed. 

Any ideas what it could be?

Right model, seems not to have it

How many layers is that?

Please show us the underside of the part with the issue.

Hello, the underside is perfect, no problem. 
Layer is the third, but even the last layer feels rough.

If so it's less likely to be a heatbed problem and instead check the cooling fans.

Try rotating the part on the print sheet - does the fault rotate with the part or stay in place with respect to the printer?

This could be a 1st layer issue. Since that is only 3 layers deep, if your 1st layer isn't adheared properly, it can leave a raised rough surface and it can take more layers or infill to hide it.
