First non-support layer infill is very thin, and isn't reaching the perimeters

Hi all, I have the Prusa XL 5T with 0.25mm nozzles, using PrusaSlicer 2.9.3.

I've been printing some models for a few days, and everything has been working well.  A couple of days ago I started using some BVOH for supports, and it prints beautifully.  However, today I run into a problem where the first infill layer of the model (after laying down the support layers) was very thin and wasn't reaching the perimeters.  I don't know what I had changed to make this happen.  I had experimented with some parameters in "Support material" and "Layers and perimeters" for the BVOH, but nothing that I thought would cause this problem.  I've included images of the problem, and of various slicer settings.

I don't know if it's a printer issue or a slicer issue.  The filament is a PLA+ that's been sitting outside in my relatively-not-very-humid room for many months.  Apart from this issue, it has also been (and is) printing really well, so I don't think the filament is at fault.

In the meantime, as you can see from my attached slicer settings, I've increased the "First layer height" to 0.25mm and the support material "First layer density" to 100%, which at least lets me get past this layer without the nozzle dragging it up during printing of the next layer.  (The attached photo shows the problem even with these settings in place.)

What should I be looking at, to try to fix this?
