Perimeter adjustment to reduce noise

I have an Original Prusa XL multitool. I have built an enclosure, added vibration damping, added vibration feet and placed a rubber band around the extruder assembly. All of these together have mitigated a large portion of the generated noise. The one last substantive noise that I'm dealing with is related to 'inside perimeters' when printing a model with circular features. For printing either first layer, small perimeters or outside perimeters there is no appreciable noise. However, with inside perimeters the steppers and generating a substantial amount of noise. My speeds are set to default with perimeters (70), small perimeters (35) and external perimeters (65). 

I tried adjusting the perimeters speed to 35 (to match small) but that didn't seem to affect the noise level.

Hoping someone has some feedback on how to effectively adjust the inside perimeters to reduce stepper noise.
