MMU2S Cutter Off by Default?
Just got my MMU2S running and noticed on the printer under options that the cutter is off by default. Is there an option in the slicer to turn this on without needing to do it on the printer each time? I poked around but could not find it.

If you set settings->cutter to ON in the printer's menu it should stay on unless you reset to factory defaults or maybe until the next firmware upgrade. (Don't confuse with the "cut filament" menu entry) There is no slicer setting for the cutter, as far as I know there is no GCODE to toggle the cutter feature...

A dumb question about MMU. How does it swap filaments without cutting the current filament?
Same way you do
The same way you swap filament. It pulls out the filament from the heated extruder and feeds the new one in.

The repair department of prusa lets the option on when they remove the cutter and the option off when they put the cutter in. Also the cutter is useless, according the repair department of prusa.
