Power Panic wiring? (Extending power cables)

I'm building the "official" Prusa enclosure and the PSU wires aren't long enough so I'm replacing them. While putting it back together I noticed a wire I must have overlooked. In the attached photo it is the unterminated red wire going to the +24 terminal of the Power Panic board's 24 & GND solder connections.

I *assume* this was simply attached under one of the PSU +24 lugs and I didn't notice when disassembling. Correct?

Secondly, there is no GND wire attached to the 24/GND GND. Am I correct in assuming the Power Panic board is supposed to get its DC low reference via the ground from the fault wires (white/black)?

Hello

The red wire must be connected to +24V on the PSU. Yes, GND is from black and white cable.
