Support Rafts Printing 400 Microns Higher than First Layer

This seems to be a new phenomenon, but whenever I print supports, the nozzle raises to print roughly 400 microns higher than the first layer. This is a problem because the filament does not want to adhere to the heatbed at that height and I end up creating quite a few bird's nests. I don't see an option in prusa slicer to adjust for this so I end up using live z adjust but my timing is almost never right. Anyone know how to fix this?

I can only say that's not normal. Once I get my Live-Z set, supports usually work very well.

I'm not aware of any setting that would let supports work independently.
