Speed issue....could it be a bug?

The inner-perimeter is printed at 50% speed of the outer-perimeter, even though they should be printed at the same speed as fare I can tell from the settings
FYI the first layer don't suffer from this, it is correctly printed at 20mm/s as specified in the settings (inner- and outer-perimeter and bottom-layer).

Most likely this is happening because the Prusa Slic3r automatically slows down perimeters if they are below a certain length or take less than a certain amount of time, not sure which one it is. Looks like you have a part that has two perimeters right on either side of this defined value. The inner perimeter must be less than that value by a small amount and the outer perimeter must be more than that value by a small amount. You can see this effect on parts that have small holes in them, the outside of the part will be printed at normal speed but the perimeters for the holes will be a different speed.

....it doesn't matter what size the object it....it also happens for bigger object so I guess there must be another reason?
It would make more sense if it was the outer-perimeter was printed slower to get a better finish for the eye.
I'm print solid objects and set the vertical shells perimeters = 2 (I also tried with 3, same error, the outer-perimeter is printed a lot faster) 🙁

I guess that you are right with your previous assumption, that it's a bug. but therefore someone of the development team should respond.
