Questions about nozzle temp with PLA

I've been reading/watching as much as I can on the subject, and I see a lot about the problems with printing at too high a nozzle temperature. However I don't see much about what happens when the temperature is too low (or I've just missed it). From everything I've seen it looks like lower temperatures are better.

Is it advisable to try and print at the lowest possible temperature? When you start with a new roll of filament, should you start out at the low end of the suggested range and work up from there as you see issues?

What are the symptoms of printing at too low a temperature? If there is a trade-off between positive/negative effects (isn't there always?) when it comes to nozzle temperature, what are they? I know that there are many variables when it comes to filaments and there are no "perfect" settings. I'm really just looking for a guideline.

If I have missed something that explains this please feel free to let me know, I tried searching first but didn't find anything that answered these.

TOO LOW a temperature can cause, under extrusion, poor inter layer bonding and poor adhesion to the print bed
