Print speed problem

I have a print where part of it is a 1/4" slab that about 2 1/2" by 3 1/2". I'm printing in PETG. My first attempt was with 20% honeycomb infill. I had a problem with the top layer getting snagged creating a glob on my print head, which caused a layer shift. It also wasn't as stiff as I wanted.

I'm printing again after re-slicing it with different setting. I'm using 50% rectilinear infill. I also threw in a solid layer every 10 layers.

The problem is that the solid layers are printing really slow, which is causing the print to be unnecessary long. i don't know why, though. The infill speeds are set to 100 mm/sec. The infill is running at the faster speed, but the solid infill is definitely very slow. It seems as slow as the first layer speed, which is 30 mm/sec. Other settings with slow speed are small perimeters (30 mm/sec), bridges (20) and gap fill (40). I don't know if one of these parameters are being used for some reason or if there is some bug that is causing a wrong speed parameter to be used. Has anyone else experienced this?

In Slic3r, it prints the first solid layer on the top surface as a bridge. So it's using your bridge printing speed.

It really should be just treating it as an infill layer. I don't know why it does it this way.
