One side is shiny, the other side isn't

I've printed about 2 spools now of black PLA, with at fist at 210 °C then at 200 °C and now i've settled at 190 °C. (on the package it says 180 - 220 °C )

Prints look comparable, but they all have the same look.

Lets print a cube. The front part is always very matte, the side part are a bit less matte, and the behind part is very shiny.
This is because of the layer fan.

What can i do except disabling the layer fan to avoid this on complexer prints?
Blast the print via a 5 watt from 20 cm behind? (because the bed moves so much backwards.)

I even tried other fan nozzles like this one http://www.thingiverse.com/thing:1947953 , which have the same effect.

Other printers with a longer extruder nozzles can use the ring fans, which go around the extruder entirely. (but don't cool as good)
