Black PLA Stringing
I know black PLA is more difficult because of the viscosity. Playing with settings but still not sure. Retraction used to be 1.5 and it wasn't this bad. The marks are from where the nozzle left this part to goto another.

Looks like your not extracting enough when you lowered the value. So when it starts feeding again, its over-feeding and producing extra material and the strings. If you're trying to figure out the optimal point where the perimeters aren't showing the changes, you may want to start increasing the extraction above 1.5 slowly.
