why are the hex files on Github smaller than the hex file on the Prusa Firmware download link?. Is the rambo13a l\v6lite the correct hex for the MK3?

They are identical in size (679,221 bytes for the latest release).
What you identified doesn't sound like the right github location. You should be going here for the MK3 firmware if checking on GitHub:
https://github.com/prusa3d/Prusa-Firmware/releases
The 3.1.2 Release is there, filename is prusa3d_fw_mk3-3.1.2.231.201803011505.hex

i am downloading the MK3 branch the entire file with updates made 20 hours ago that includes all firmware source and hex files here https://github.com/prusa3d/Prusa-Firmware/tree/MK3
