inconsistent extrusion on surface

I am getting some odd lines in the surface of my prints lately.

When looking at the model, it almost looks like cracks. But when looking at it closer, it appear to be an extrusion issue.
Tthey only appear above other features in model. Even when these features in model doesn't actually touch or interface with the surface.
I've cleaned the nozzle and hot-end, and besides these areas, the prints come out really nice and clean.

I have attached a picture of an example model, with an indication of where the lines in the surface appear.

Also attached is a magnified (and slightly blurry) picture of what the surface looks like

UPDATE: as rightly pointed out by @curtis.c2, the issue is best seen with a zoomed out picture. I have added the picture to the attachments.

Notice how the surface on the 1/5 or so on the left is from where there is no hole in front part of model. That part prints out nice and clean.
Where the lines appear is where the hole on the front is. There is nothing interfacing with the surface area where these lines appear.
I do however also see similar lines appear on occasion, where walls intersect.

I'm using Slic3r PE, 2.1.4 driver package, and firmware 3.1.2-231
Filament is eSUN PETG, with default Prusa PET settings, only changed temperature a bit.

Anyone seen this before?

might need some zoomed out pictures, having trouble grasping what I'm looking at.

glossy black tends to make everything look worse anyway because of the reflections.

I've switched filament to PLA, and switched brand as well, but still see these lines appear on the prints.

If anything, with PLA they appear to be more apparent and more frequent than with PETG.
It doesn't look like I have a clogged nozzle, it primes and purge just fine.
Anyone have any suggestion to what to look for to resolve this?

Nozzle heat
bed heat
layer height
speed
extrusion multiplier
etc..

Most settings are the default settings from slic3rPE.
layer height 0.2
Bed temp: 60 (PLA), 75 (PETG)
Nozzle temp: 210 (PLA), 245 (PETG)
Nozzle: standard 0.4mm
extrusion multiplier, retraction, speeds, etc. are all standard from the generic PLA and generic PETG profiles

I've used the same settings for months with the same filament type and brand.
It's only recently that I've starting having this issue.
