zero thickness top and bottom layers?

This airplane wing model mentions printing with zero top and bottom thickness.

I think the idea is the slicer will generate the internal wing structure, and for light weight the wing is covered with tape.

What slic3r settings would I use to set the top and bottom layer thickness to zero?

I have never really looked

Horizontal shells, just below middle of the page, shown above
