This looks like layer shifting, there is a good document troubleshooting it by Prusa.

Belt tension is a common cause but have a read at the link.
Check your first layer as well.
Make sure your bed is clean, dawn/fairy lots of hot water and dry properly to prevent rusting (put it on the bed and heat to dry it completely)

for the base warping - add a 4mm brim and that should help. The stripes could be "shadowing" - which is typically a function of proper or not belt tension.

I've tested right now the belts and they are inside the range. No others obstruction in the gears.
The movement affect some parts as you see in the picture, I don't have a complete shift after a Z-level...

How did you check the belts - screen or the printed belt meter?

I'm not thinking it's belts or layer shift I'm thinking pinda adjustment or their is some kind of mild under extrusion going on. possibly because of the filament or partial blockage of the nozzle.

For warping,
Clean bed.(use dish soap and a lot of hot water).
A perfect first layer.
Both settings are very important, and needed to get good sticking.
Keep cold air of the printer, a little cool air is to much, warm up the printer for a longer time.
A big brim attach to model if needed
Use glue stick if needed.
