What might be causing these "shark fins" in the layers?

It happens periodically, and then I change/clean/calibrate a bunch of stuff and it goes away. (I know, that's very unscientific, but I haven't had time yet to change one thing at a time.) Can anyone tell me what's causing this? My best guess at this point is incorrect slic3r settings (I'm thinking layer height) but I'm not fully convinced because it doesn't happen on every layer.

it looks like you're underextruding pretty significantly on the previous layers. first layer also looks really high judging by how not-squished the skirt is and corner lifting.
