The way you’re using the user defined parameter is not good practice. You’re hard coding the inner diameter into the outer diameter. Much better to define the circle diameter as Inner_diameter 72.60, then create another parameter Wall_thickness and set it to 2.0, and then use offset from your circle and dimension it to Wall_thickness. 

But let’s not turn this into a Fusion 101 conversation.  Plenty of YouTube videos that explain this stuff in great detail.  I highly recommend anything by Lars Christensen, they are particularly great, check them out
