Trouble getting smooth surface PETG
I'm trying to optimize my settings for printing with PETG, but am a little stuck.
Printing goes allright, but still getting lots of small artifacts on the surface.
Also the nozzle seems to collect some filament.
Does anyone know which setting(s) I can focus on?

The blobs on the surface are most probably caused by moisture. Dry your filament and try printing from a a dry box. PETG can absorb moisture rather quickly...
If at first you don't succeed, skydiving is not for you.

It's always a good idea to dry filament, however I suspect you may be having another issue, from the look of your images you seem to be under extruding, and your first layer seems a bit high. two separate problems, make sure that you have your Z adjusted properly for the PETG your using, as I mentioned it looks like it needs to be lowered a bit.
If post a Zipped up .3mf project file exported from PrusaSlicer, I'll take a look and see if I can help. The .3mf file should be setup as you would when trying to print the part and will allow us to see all the settings as they pertain to the model in your project.

This is the 3mf file, could be that some settings changed a little since the last print.

I'm going to +1 what @swiss_cheese said. Your first layer isn't terrible but could be taken down a touch.
