Struggling with my prints quality

I've been struggling a lot with my print quality as of late on my i3 mk3s. I've been getting these really rough layers. I'm seeing this on both PLA and PETG filament. In an attempt to fix this I replaced my 0.4 nozzle, ptfe tube, greased my bearings, tightened my x axis belt. (Below pics are the first prints from a brand new roll of prusuament galaxy black pla using prusa slicer and prusa pla settings) I'm seeing similar issues with PETG.

Does anyone have any suggestions on what to check next? Could it be something with the bondtech gears? Maybe need to clean them? Could it be some sort of overextrusion issue?

Im admittedly really stumped, any suggestions would be greatly appreciated.

Do the attach the zipped .3mf saved slicer project thing

I have some thoughts, could you upload the post-sliced saved project file from prusa slicer?  Need your settings.  I am guessing this is a very small piece - and I suspect if you bed 5 of them, things will improve a lot.

I ran a test print on vasemode, included the 3mf as well. It seems to be worst on the round parts of the vase. FWIW I have linear correction off on the printer (X,Y,Z,E all set to Off)
