Staggering in Y axis of print

I have a Prusa i3 MK3S I put together from the kit. It's not quite layer shifting.

Belt tension is at 263. Is it from the carriage? It does move slightly but its from the U bolts on the bearings. I tightened them per the instructions (as soon as the nut reached the surface of the carriage) but am I suppose to tighten them tighter so theres no movement? Or is it something else?

Found the issue, posting for anyone else that gets it.

The u-bolts are suppose to be past the wiggle point for the bearings so if you just do surface tighten like the instructions say you're not done. I emailed Prusa to check on that. I still had the staggering but I actually got a clear case of shelving after I tightened the ubolts and I found the motor pulley of the y axis was just slightly loose. After I tightened it my prints are back to being smooth.

IIRC, TFM said to tighten something like 90 degrees past the wiggle point.
