Speed percent vs increased speeds in slicer

Is there any difference between setting the print speed on the printer to 200% vs doubling everything in the slicer? I am printing some TPU of questionable quality and I have my speed set low (15mm/s) and I want to speed it up to see when quality and proper extrusion are lost. Would increasing the printer % be sufficient and  is there any unintended consequences I should be worried about?

print speeds on the LCD don't seem to change travel speeds.
 
changing speeds doesn't always speed prints up as much as you would hope. 
there are maximum speeds and acceleration rates in firmware, and the Maximum Volumetric speed also limits print speed
the printer doesnt reach full speed on short lengths, it needs longer stretches of print trace, to reach full speed
