Spacer: Dimensions do not fit at all

I would like to print a spacer

outer diameter 7,0mm

inner diameter 5,9mm

length 10mm

I have already tried different settings.

2 or 1 perimeter, vase mode..., also experimented with the nozzle diameter 0.4 -> 0.25 (print settings -> extruder1)

The result is almost nearly the same.

Visually okay
BUT none of the dimensions fit.

Length with 10,10..10,20mm could still be accepted, but the diameters...

Inner diameter approx. 5.5mm; outer diameter approx. 7.2mm

I think, it should also be possible to print a wall thickness of 0.55 with a 0.4mm nozzle, or ?

But which adjustment would I have to make ?

Or is this technically not possible ?

If you print one of the 20mm calibration cubes that are common what size does it come out ?  Basically is your printer calibrated ?

holes usually come out undersized as a circle is actually a series of joined straight lines and the vertices are all on the line of the circle which means the inner diameter cuts the edges making it smaller. Usually when designing a model you take that into account. For example a 3mm hole is often done as 3.2mm to take this factor into account.  
outer diameters are usually more accurate, for example I did a 25mm tube that when measured was 24.99mm. 

A 7mm od , 5.9mm id tube is 0.55 wall thickness which with a .4 nozzle with .45 width going to be not 2 walls, I’m not surprised you are having trouble as it’s probably trying to do a best fit. I’d alter the model if you can to have a 6.1mm inner diameter, the 7mm outer diameter and then the normal default 0.45 width that Prusa slicer uses for a .4 nozzle will work out to the wall thickness you need. The 6.1 ID should give a fairly decent fit for a 5.9mm hole by my estimate. At least that’s what I’d try if I needed those dimensions. Print a small section and test naturally. 

btw the settings you want to tune are advanced settings and are the line extrusion widths for the various types of extrusion rather than the nozzle width. Your nozzle should be the size of the actual nozzle you have fitted as that’s what it uses as the basis for its calculations but you can extrude more than the nozzle size up to a certain point.  It’s much harder to extrude a thinner section to any meaningful extent, practically speaking anyway and get any decent result.  As I say for a default .4 nozzle on a default Prusa print profile the width is .45 for most of them except I think first layer which is usually .42. I’m not at my pc at the moment but iirc they are under print settings>advanced.
