Are there logs accessable in the printer where I can find exactly where in the layer (or even just the exact layer) that the print stopped at?  In a rush, I looked, and temp was going down but no resume option.  I reheated bed to temp, and nozzle raised an inch or so.  I normally use octoprint, but had been having issues so I went with an SD print.  I have good IT experience, I'd love to restart the print right where it stopped- any advice?

Alternately, what would be the best method to resume this print?  I'd rather restart it than *estimate* where the layer is and get and ugly layer line or crash in my otherwise perfect vase print.  I know a vase print would be more difficult to reastore, since there are no retractions, but I was hoping there was some sort of internal logging I could look into to see exactly where the power failure occured.

No internal logging unless you got prusalink connected from the image it looks like it didn't have enough power to move all the way across and define power panic which means no way to restart it

Unlucky.  Generally the power panic works well with a clean power cut but if it stutters on and off you get a power cut during power cut recovery and and the printer gets confused.

By now it's far too late ...

Even good recovery often leaves a mark where the cooling progressed too far so on anything where detailed finish matters it's best to start again/
